Feral Education & Love Instead of X-termination
The LA Animal Services Department and the LA Animal Services Commission generally support the concept of a trap, neuter, return (TNR) program to stabilize feral cat populations by reducing birth rates and improving the overall health of feral cat colonies. A City TNR program cannot be implemented however, until after the City complies with CEQA, the California Environmental Quality Act. On June 12, 2006 the Commission voted to:
"Direct the General Manager to prepare a report in compliance with CEQA, outlining the effect of a TNR program on the environment with the change of “Release” to “Return.” The motion passed on a vote of 3-0" (From Minutes of June 12, 2006 Commission Meeting).
Since that time LA Animal Services Department has been working to define the scope of the proposed project and arrange for the preparation of the proper CEQA clearance.
