Vision Statement
The Resurfacing and Reconstruction Division provides the highest uality of resurfacing by striving for continuous improvement and a search foe excellence.
The Divison's primary focus is to our customer, to whom we bring a renewed emphasis on service and satisfaction and for which we will continue being the standard used by the industry to compare and critique the resurfacing of roadway systems.
Our commitment to our customer is understanding that their quality of life depends on our ability to deliver the highest quality of service, by encouraging their participation in expressing their needs and wishes.
 
Mission Statement
The mission of the Resurfacing and Reconstruction Division is to be the paving contractor of choice for all major public projects within the City of Los Angeles.
The mission will only be accomplished by staying within the framework of the following general properties:
Excellence
This Division will continue to apply all the rigorous standards of excellence to its Resurfacing Program. This means that all projects will be undertaken by highly trained, creative and dedicated people who will contribute in setting new directions and standards in roadway construction and service.
Catalysis
This Division desires to spread its ideas and methodologies to influence the way the streets are maintained and repaired through this century. We will present and communicate our reviews, methods, and successes to those who want to propertly utilize them. Finally, the Division will be pro-active in encouraging other resurfacing entities to share mutual experiences by keeping a close collaboration within the industry.
Safety/Productivity
This Division will maintain its tradition of high productivity in an approach that will enforce all the safety rules and regulations to provide a safe and professional work environment.
Quality Assurance
This Division will always maintain a close interaction with all city and non-city agencies in charge of quality control inspection. Only this way, the highest levels of quality will be ensured.
 
Responsibilities
The Resurfacing and Reconstruction Division is responsible for maintaining and repairing the City's Street System to fulfill the needs of a highly mobile population, while providing desirable standards of safety, appearance, and convenience to the residents and traveling public within our jurisdiction.
 
Goals: FY 2005-2006
The Resurfacing and Reconstruction Division provides the highest standard of service to its customers and determines the level of success based on the ability to:
  • Develop ways to determine the customers' needs and to always satisfy the customers' needs and requirements.
  • Ensure the safety of our customers and our employees by continually monitoring our work in progress and educating all employees in sound safety practices, including an on-going training program.
  • Maintain and improve the quality and quantity of completed projects in a timely and professional manner.
  • Continue striving towards a goal of 100% recyclability as both an economic and environmental benefit for the community.
  • Improve, expand and upgrade our outreach program of public information that is timely and accurate by use of mass mailings, publications in newspapers and on the Internet, media communication, and personal contact.
  • Be the benchmark organization whose philosophies and practices reflect the highest ethical precepts.
  • Be a knowledgeable workforce that is valued by the community for its professionalism, expertise, and capacity to provide new standards of excellence.
  • Assure compliance to the codes, regulations, and standards required by the paving industry and governmental bodies.
  • Continuously streamline and simplify methods and procedures by efficient use of technology.
  • Maintain a reputation of preeminence among the government and construction industry.
  • Continuously contribute to the achievement of the Division's vision and mission statements.
  • Be environmentally aware and responsible. The Division will always be proactively involved in improving methods and procedures to mitigate any possible pollutant in the environment. Extreme Detail to field operations, asphalt plants, recycling, reclaiming and use of the latest technology will be priorities of the Division to protect the environment.
