Sergeant Art Haversat


Sergeant Art Haversat is currently assigned as the Assistant Officer-In-Charge of the Los Angeles Police Department's Drug Recognition Expert (DRE) Unit. He is a thirty- two year veteran, who spent sixteen years assigned to Traffic related duties prior to coming to the DRE Unit in July of 1990.

Sergeant Haversat attended the very first DRE School, which was conducted in 1980. In 1982, he joined Sergeant Richard Studdard, one of the programs innovators, as the Departments second DRE Instructor. He has been and continues to be a leader in the development and refinement of the DRE curricula and procedures. Sergeant Haversat contributions include the development of the definition of the term "drug", the use of the Physicians Desk Reference, and the material pertaining to the Central Nervous System Depressant drug category. He participated in the landmark 1985 Los Angeles Field Validation Study (173 case study) as an evaluator/supervisor. He also served as a screener/evaluator during the federally sponsored arrestee video taping, currently used nationwide for DRE training. Sergeant Haversat was the evaluator in another video taping of arrestees for a research project which was used to evaluate the learning process of student DRE's. During 1993 and 1994 Sergeant Haversat was a subject matter expert for the development of a workbook and interactive video disk course on the DUI Detection, Standardized Field Sobriety Testing, and drug influence for the California Commission on Peace Officer Standards of Training.

Sergeant Haversat has supervised and participated in the investigation of over 200 fatal traffic accidents. He has taught Field Sobriety Testing at the Department's collision investigation and motorcycle training courses. In June of 1995, he completed a course in Traffic Accident Reconstruction given by Texas A&M University.

He is a court recognized expert in drug symptomatology, alcohol, and field sobriety testing. He has participated in excess of one hundred alcohol correlation studies, including three studies involving actual driving. He has dosed or supervised the dosing of over a thousand people with various levels of alcohol. In June of 1995, he was a presenter at the First International Association of Chiefs of Police Drug Recognition Expert, Alcohol and Drugs Driving Training Conference held in Phoenix, Arizona. He also was a presenter in October 1994 at the annual conference of the Canadian Society of Forensic Scientists in Vancouver, British Columbia, Canada.

Sergeant Haversat has participated in college level training in organic chemistry, physics and engineering. He hold a lifetime teaching credential issued by the State of California and has completed instructor development training courses from the University of California Los Angeles, the United States Department of Transportation, and the Federal Bureau of Investigation's National Academy.

Sergeant Haversat is a member of the California Narcotic Officers Association and a life member of the International Police Association.
