Lieutenant Charles E. Hayes is State Coordinator for the Drug Evaluation and Classification Program (DECP) and impaired driving training programs for Oregon. Lieutenant Hayes holds an Associate of Arts Degree in Police Science and a Management Certificate through the Board on Public Safety Standards and Institute of Police Technology and Management (IPTM) of Jacksonville, Florida.

Lieutenant Hayes began his law enforcement career with the Ontario, Oregon, Police Department in April 1972. In 1974, Lieutenant Hayes was hired by the Oregon State Police and assigned to the Patrol Division in Bend, Oregon. In 1979, he was appointed as the District V Training Coordinator for the State Police.

In 1984, Lieutenant Hayes was promoted to Patrol Sergeant at the Salem Patrol Office. While assigned in Salem, he was appointed as the first law enforcement representative for the Oregon Liquor Control Commission Alcohol Servers Advisory Board. This group implemented the guidelines and training for the current statewide alcohol servers program.

He was promoted to Lieutenant of the Executive Security Unit within the Criminal Division in October 1987. While there, Lieutenant Hayes successfully completed the Northwestern University Traffic Institute School of Police Staff and command in 1989, and the I.A.C.P. Dignitary Protection training program. In November 1989, Lieutenant Hayes transferred to the Albany Patrol Office and assumed the Station Commander position. On April 1, 1998, Lieutenant Hayes transferred in grade to the Oregon State Police Training Division and assumed his present position.

Lieutenant Hayes has attended both the National Highway Traffic Safety (NHTSA) Standard Field Sobriety Testing (SFST) training, and the Advanced SFST Instructor Training courses. In 1989, he was designated as the Oregon State Police Training Coordinator for DWI Detection/Standardized Field Sobriety Testing. Lieutenant Hayes completed the Los Angeles Police Department Drug Recognition Expert (DRE) training in 1983, and the NHTSA DRE training in 1989. In 1994, Lieutenant Hayes completed the NHTSA DRE Instructor training program, and was appointed the State Drug Evaluation and Classification Program Coordinator. Lieutenant Hayes also serves as the Western Region representative for the DECP Technical Advisory Panel and is the State Chair of the Oregon DUII Training Task Force.

Lieutenant Hayes has served as an instructor for basic drug impairment, Intoxilyzer, radar speed measurement, middle-management training, motor vehicle code, and Crisis Intervention. He has trained over 2,000 police officers in SFST and basic drug impairment. In 1992, Lieutenant Hayes was presented the "Community Trainer of The Year" award for the State of Oregon. In 1993 and 1994, Lieutenant Hayes received the Oregon Traffic Safety award for outstanding contribution to traffic safety for his work in impaired driving enforcement training. In 1997, he received the Public Safety Executive Training Seminar (PSETS) award from the Department of Public Safety and Standards for his statewide training programs.
