Officer Winter is a 22 year veteran of the Los Angeles Police Department having worked 10 years in uniform patrol and 12 years in uniform collision investigations. He is a court qualified department traffic collision reconstructionist, who also does outside consultation. He has conducted over 8000 traffic collision investigations and has made over 4000 DUI and drug related arrests.
Officer Winter was first qualified as a narcotics expert in 1975, and subsequently became qualified as an expert on other drugs for under the influence, sales and manufacturing.
Officer Winter attended the Los Angeles Police Department DRE program in October 1985 and was certified in January 1986. Since then he has conducted over 300 DRE examinations.
Officer Winter became an instructor in the DRE program in 1987, and has been active in teaching the DRE program since that time.
