
DRE Instructor Update Course
The Los Angeles Police Department Drug Recognition Expert Unit will be coordinating
and presenting a POST certified (certification pending, POST plan IV) eight hour Drug
Recognition Expert Instructor update seminar.
The seminar will be held on June 4th, 1998 from 0800 to 1700 at the Gene Autry
Museum of Western Heritage, 4700 Zoo Drive, Los Angeles, CA 90027. The museum
is located in Griffith Park, at the junction of the Golden State (5) Freeway and Ventura
(134) Freeway. The seminar will be held in the Wells Fargo Theatre.
There will be a general session updating new DRE case law and DRE procedures
presented by the LAPD DRE Unit, Sergeant Thomas Page, Sergeant Arthur Haversat
and Officer John Mott. This will be followed by seven sessions presented by nationally recognized experts in their respective fields.
- GHB, Rohypnol and Ketamine
LAPD Detective Trinka Porrata
As an internationally recognized expert, Detective Porrata taught at FDA and CNOA conferences, and was the lead law enforcement officer in the effort to legally restrict GHB and Rohypnol, in California. Detective Porrata has testified as an expert on GHB and Rohypnol in both State Court and the State Legislature.

LAPD Criminalist/Chemist Bernard Sanchez
Mr. Sanchez is a supervising criminalist at the LAPD lab. He has a B.S. Degree in Chemistry and a M.S. in Organic Chemistry from California State University, Los Angeles, and was a PhD candidate at the USC Medical School. He is a California State licensed clinical toxicologist and a recognized expert in many disciplines. Those pertinent to his session are his expertise in the areas of controlled substances, toxicology, hazardous materials, comparative analysis, and blood alcohol.

LAPD Criminalist/Chemist Warren Loomis
Mr. Loomis is a supervising criminalist at the LAPD lab with over 25 years
Of experience. He has a B.S. degree in Chemistry from Purdue University. He is a recognized expert in controlled substances, serology, clandestine labs, hazardous materials, and blood alcohol. Mr. Loomis supervises the breath alcohol section of the LAPD lab, and is responsible for the selection, purchase and officer training on breath alcohol devices.
- SFST, development, research and validation
Dr. Marcelline Burns, Southern California Research Institute
Dr. Burns is a Psychologist and obtained her PhD at the University of
California, Irvine. Dr. Burns conducted the original research in the development and validation of the Standardized Field Sobriety Testing procedures and has conducted several subsequent studies in that field. Dr. Burns is an internationally recognized expert in SFST procedures.
- Case filing issues
Los Angeles Deputy City Attorney Phyllis Henderson
DCA Henderson has been in criminal prosecution for 12 years and is currently the supervising City Attorney for filing misdemeanor narcotic cases for the City of Los Angeles. DCA Henderson reviews and makes a filing decision on more than 200 misdemeanor narcotic arrest reports per month.

Los Angeles Deputy City Attorney Deborah Sanchez
DCA Chavez has been in prosecution for 10 years. She has successfully prosecuted hundreds of DUI cases, over 30 of them involving drugged drivers, and over 100 of which were jury trials. She conducts prosecutor training for DUI and 11550 H&S prosection. DCA Chavez completed DRE school.
DCA Sanchez has been in prosecution for 10 years, eight of which were spent prosecuting DUI cases. Currently she is the specialty prosecutor for the Los Angeles City Attorney's Office, preparing and prosecuting unique and high level crimes. DCA Sanchez completed DRE school and DRE Instructor school. She conducts prosecutor training nationwide and is the co-author of the "Prosecuting the Drugged Driver" course for prosecutors.
- Adult learning/teaching techniques
LAPD Sergeant Thomas E. Page
Sergeant Page is the OIC of the LAPD DRE Unit. He has a M.A. degree from the University of Detroit and holds a lifetime teaching credential. Sergeant Page has instructed over 40 DRE Instructor schools, providing instructor training to more than 500 DRE Instructors worldwide.

Directions to the Gene Autry Museum of Western Heritage:
- Northbound Golden State Freeway (5): Exit at Zoo Drive (Note: it is the same exit ramp
for the 134 FWY East). Turn right at the first stop sign and pass back over the freeway.
The museum will be on your left.
- Southbound Golden State Freeway (5): Exit at Western Avenue West and turn right
onto Western Avenue at the end of the off ramp. Make a left on Victory Boulevard (2nd
light) and then a left onto Zoo Drive when Victory Boulevard dead ends. Follow the
signs on Zoo Drive to the museum. The museum will be on your right.
- Eastbound Ventura Freeway (134): Exit at Victory Boulevard and make a right at the
end of the off ramp. Make an immediate left onto Zoo Drive. Follow the signs on Zoo
Drive to the museum. The museum will be on your right.
- Westbound Ventura Freeway (134): When you enter the freeway interchange (Ventura
and Golden State Freeways) stay in the FAR right lane and take the exit for the 134
(Ventura/Zoo Drive). DO NOT stay in the far left lanes and continue on the 134. Zoo
Drive is the next right. Turn onto Zoo Drive and follow the signs to the museum.
This seminar is open to all DRE Instructors, Agency coordinators and senior DREs.
