THIRD ANNUAL DRE TRAINING CONFERENCE IN NEW YORK
The third annual DRE conference will be held at the Hyatt Regency
in Buffalo, New York. The dates for the conference are June 15
to 17, 1997. Plan to arrive on Saturday, June 14, 1997, and
to leave on June 18, 1997. You can contact the hotel for
reservations (800) 223-1234. We have attached a information sheet
to assist with travel and room reservations. We have made
arrangements for a group airfare rate through Cheryl at Studio
City Travel, she can be reached at (818) 760-0400, (213) 877-
0781, or (800) 237-9162. The conditions are that we must all use
the same airline, you can fly out of and return to the California
airport of your choice, and there is a window of opportunity
(both before and after the scheduled convention dates) for those
who want to spend extra time in Buffalo. None of the airlines
have yet posted their fares for this period. However you can call
Cheryl and she will take your information and call you when fares
become available. We need at least ten people to qualify for a
group rate. The fare will be the lowest available fare less the
group discount.
FOCUS ON DRE
President Clinton has shown interest in combating teen drugged
driving. NHTSA responded, advising the President that there was
already an appropriate program in place: the DRE program. It is
expected that attention will soon focus on the DRE program, and
it is hoped that federal funding will be forthcoming.
CURRICULUM REVIEW PANEL
Sergeant Haversat gave a report on the
November meeting of the DRE Curriculum Review Panel. The method
of administering the direct light examination has been clarified.
The light is to be on and held to the rear of the subjects head.
The DRE then quickly brings it forward and directs the light into
the subject's eye, evaluating reaction to light, pupil size,
hippus and rebound dilation. The terminology as related to
nystagmus has been updated. It will be taught that nystagmus is
produced by depressants, inhalants and PCP (that these drug
categories produce nystagmus). Revised manuals are not
anticipated before late 1997.
SPANISH SFST
Officer Mott reported that the Spanish
version of the SFST is in the field validation phase and should
be available within 30 to 45 days. We will have packets,
including the translation and validation process, available at
the next meeting.
NEW PUPILOMETER
Officer Mott reported that the new LAPD pupilometer is in the
final stages of approval, and should be available soon. The
completed LAPD pupilometer will be from 1.0 to 9.0 millimeters.
We will make them available at the next meeting.
WEB SITE
The new LAPD DRE web site should be up and on-line soon. Officer
Mott has created several interconnected pages and is currently in
the approval process through the LAPD. Bio sketches and
supplemental documents will be accepted at the next meeting.
CANADIAN SCHOOL
Sergeant Page gave a report about the
recent Canadian SFST/ Drugged Driving school. Nineteen
instructors were trained at an instructor school. A three day
SFST/DWI School, with the Drugs That Impair Driving segment, was
conducted in conjunction with the instructor school, training 26
students.
ALASKAN SCHOOL
Tom Page reported on the drug detection and deterrence class he
conducted at Fort Wainwright in Alaska. The school consisted of a
little bit of many of the DRE related subjects and served to
spark interest in the program.
DUI EXPO
Sal Flamenco advised us on the significant events at the recent
DUI Expo, held in Inglewood. Several members of the local media
participated as drinkers.
DRE SCHOOL IN COLLEGE
Pat Conanhan reported on the status of
his spring session DRE School and DRE Instructor School that is
being held at Palomar Community College. He has had more than
enough interest in the classes to easily fill both of them. The
newly trained instructors will teach at the Camp Pendleton DRE
School.
NEW INNOVATIVE TEACHING
In order to make our alcohol correlation studies more meaningful
to both the student DREs and volunteer drinkers, Sergeant Page proposed that we conduct a
modified (miniature) DUI study. We would use miniature radio
controlled cars, having the volunteer drinkers drive them before
they drink (to establish a baseline) and then again after
drinking. The student DREs could evaluate the impaired driving to
detect validated clues on impaired driving.
The next meeting will be held at the LAPD Academy on Wednesday, April 9th, at 10:00. On the agenda for that date will be reenergizing the DRE newsletter, and discussion on potential articles for submission to the editorial review committee.
