	The Feasibility of Recycling and/or Banning the Use of Plastic Bags and Expanded Polystyrene Items in the City (Council File # 07-3155) The City of Los Angeles is taking steps to ban the purchase and use of expanded polystyrene in City facilities and at City-sponsored events. The City is considering banning the use of plastic carry-out bags at all supermarkets and retail establishments beginning January 1, 2010, if a bag fee has not been established by that time, and imposing a fee on all other single-use bags, if a fee or tax has not been adopted by that date.
