Policy & Public Services 

The mission of the Office of Policy and Public Services (OPPS) is to educate and inform customers with accurate and up-to-the-minute information regarding city services, activities, issues and accomplishments via LA CityView 35, the Internet and the 3-1-1 Center. OPPS is also committed to providing world-class customer service through 3-1-1 and protecting the cable related interests of Los Angeles residents to the maximum extent permitted under the law. 

The Office of Policy and Public Services is comprised of the following functions: 

VIDEO SERVICES REGULATORY DIVISION

• Represents video TV subscribers’ interests in their relationships with local video TV providers
• Ensures that local video TV providers comply with the financial terms of their franchise agreements under local and state law
• Conducts inspections of, and evaluates, video TV service installations, local cable plants, and headend systems in the City
• Provides management oversight of the Public, Educational and Governmental Access (P.E.G. Access) channels and, with the assistance of the franchisees, guarantees the residents of Los Angeles equal and fair access to the P.E.G. Access facilities and channels within the City
• Enforces and regulates the basic service tier rates of the cable operators in accordance with FCC established guidelines

 LA CITYVIEW 35 

• The City of Los Angeles’ cable television channel, available to all cable subscribers throughout the City The station has received the industry’s highest honors with eleven local Emmy and eight CableACE awards
• Provides live and repeat coverage of all City Council meetings
• Provides programming related to city departments, events, and services

• Work with the ITSPS Board and the Committee to establish Citywide IT Strategy, Policy and Standards that will promote communication, collaboration, consistency, and effectiveness.

E-GOVERNMENT & WEB SERVICES 

• Provides design and development services for Citywide Web-based information access systems. These services include Website and Web application design and development, publishing of City web development standards, webmaster support, client consultation and training, and maintenance of Citywide Internet and Intranet Web sites.
